Are stablecoins decentralized?

Stablecoins have many of the same capabilities as decentralized cryptocurrencies–fast, cheap, private, borderless, irreversible transactions–but they are only partially decentralized. The underlying assets that give stablecoins their value are held in bank accounts that are controlled by centralized entities (the bank itself and the government that regulates the bank).
